Add Tagging system to steps to easily group steps

Users will be able to create tags that can be appended to steps and used as filters in the list view.

Users will be able to bulk select steps and add existing tags.

"Tags" will essentially make your maps "Waze for Process"... where you'll indicator across your map attached specific steps to designate things like:

And you'd be able to choose from a collection of symbols (maybe emojis is the best directory to reference).
