Make it easier to find and tag tools with the @ shortcut, especially for tools with multi-word names (like Microsoft Outlook, Google Sheets, Google Docs, etc.). Support matching any part of the tool name so users can type "Outlook" and see "Microsoft Outlook" surface, rather than only matching from the start of the name.
